A well-established heavy civil contractor is seeking an experienced Project Manager to oversee underground utility and infrastructure projects throughout the Mid-Atlantic region. This position will manage projects involving water, sewer, storm drain, rehabilitation, and trenchless utility construction for municipal and public-sector clients.

The ideal candidate will have experience managing multiple utility projects simultaneously, coordinating field operations, maintaining client relationships, and ensuring projects are delivered safely, on schedule, and within budget.

• Manage all phases of underground utility construction projects from preconstruction through closeout
• Oversee budgets, schedules, subcontractors, procurement, and project documentation
• Coordinate with superintendents, field personnel, engineers, inspectors, and owners
• Lead project meetings and maintain strong communication with municipal clients and utility authorities
• Track project costs, change orders, forecasting, and monthly reporting
• Ensure compliance with safety standards, quality requirements, and contract specifications
• Assist with estimating, buyout, and project planning as needed
• Manage trenchless and open-cut utility construction operations when applicable
• Support permitting, inspections, and utility coordination efforts

• 5 years of Project Management experience in heavy civil or underground utility construction
• Experience with water, sewer, stormwater, or wastewater infrastructure projects
• Knowledge of trenchless technologies such as CIPP, pipe bursting, sliplining, or rehabilitation work is a plus
• Strong understanding of public works and municipal contracting
• Experience managing self-perform crews and subcontractors
• Ability to read and interpret plans, specifications, and contracts
• Strong communication, organizational, and leadership skills
• Proficiency with project management software and Microsoft Office Suite
